It's all about what Google calls, "link reputation".
For example, if a hundred web pages that talk about "pizza pockets" link to your site using the text "pizza pockets", then Google determines that your site has the "link reputation" of being about "pizza pockets". The more sites that "vote" that your site is about a particular subject, the more likely it is that Google will rank your site (or page) for that phrase.
